This Certificate of Recognition is awarded to Ms. Barbara A. Pollard for her 30-plus years of dedicated service to the Allegheny County Department of Human Services (DHS), Office of Behavioral Health (OBH). Ms. Pollard served as a Clerk Typist for the Allegheny County Mental Health/Mental Retardation/Drug and Alcohol Program in the precursor to the current Allegheny County Department of Human Services, Office of Behavioral Health. Currently, Ms. Pollard is a Clerk Typist 3 for the DHS/OBH/Justice Related Services (JRS) program, formerly known as the Forensics division. The mission of this program is to help persons with mental illness and/or substance use disorders who are involved in the criminal justice system take advantage of all services available to them in the most effective way in order to reduce the likelihood of returning to incarceration. Ms. Pollard provides lead clerical support for the Program Manager of the JRS program, including support for the Case Management Support Services Staff. We thank Ms. Pollard for her more than 30 years of dedicated service and acknowledge that she serves as an inspiration to this Council and to the citizens of Allegheny County.


This Certificate of Recognition is awarded to Ms. Toni Rust for her 13 years of dedicated service to the Allegheny County Department of Human Services (DHS), Office of Behavioral Health (OBH). Under the guidance of Ms. Barbara Pollard, Ms. Rust began providing clerical support for the DHS/OBH/Forensics division in 2002. In 2007, the name of the Forensics division was changed to Justice Related Services (JRS), but the mission remains the same: to help persons with mental illness and/or substance use disorders who are involved in the criminal justice system take advantage of ...
