Title: Motion Approving the “Friends of the Park Handbook” in order to provide a standardized guideline for the operations of the Friends of the Park Organization in their activities and advisory duties to the elected representatives of Allegheny County Council.

Approving the "Friends of the Park Handbook" in order to provide a standardized guideline for the operations of the Friends of the Park Organization in their activities and advisory duties to the elected representatives of Allegheny County Council.
 
Whereas, The Friends of the Park was established in 2002 by Ord. No. 54-02 to be an advisory council in each of the County parks: Boyce Park, Deer Lakes Park, Harrison Hills Park, Hartwood Acres Park, North Park, Round Hill Park, Settler's Cabin Park, South Park and White Oak Park ; and
 
Whereas, The Council of Friends are groups of volunteers from the communities surrounding the County Parks who have been appointed by County Council to serve two year terms to address the general needs of their park and work to preserve, protect and improve the natural environment; and
 
Whereas, each Council of Friends group is governed by Article III Chapter 215 of the Administrative Code which delineates the Friends duties and obligations in relation to their communications with the County and their activities in working to improve the parks so as to maximize the effectiveness of their efforts and comport with limitations imposed on county recognized agencies; and
 
Whereas, it is the judgment of Council that a handbook should be adopted as a guideline to clearly set forth the duties, operations and authority of the various Friends organizations  to assist the various Friends groups in adhering to the Administrative Code;
 
NOW THEREFORE, IT IS MOVED, BY THE COUNCIL OF ALLEGHENY COUNTY,
 
That this Council hereby adopts the handbook attached to this motion to serve as a guideline for all Council of Friends groups within Allegheny County in their actions as members of the organization and their duties in preserving, protecting and improving the Allegheny County Parks.
