An Ordinance of the County of Allegheny, Commonwealth of Pennsylvania, authorizing the conveyance of the County of Allegheny’s interest in two (2) vacant parcels located on Sprage Street in Wilmerding Borough known respectively as Block 545-N, Lot 108 and Block 546-A, Lot No. 20 to Robert J. Comunale.
Whereas, the County and East Allegheny School District initiated suits against two (2) vacant parcels located on Sprage Street in Wilmerding Borough known respectively as Block 545-N, Lot 108 and Block 546-A, Lot No. 20, hereinafter “the Properties,” due to the non-payment of property taxes; and
Whereas, the Properties were sold at a Sheriff sales in 1959 and in 2004 to the three taxing bodies - County, East Allegheny School District, and Wilmerding Borough; and
Whereas, the East Allegheny School District has undertaken an effort to find a purchaser for the Properties in order to restore it to the tax rolls of the three taxing bodies; and
Whereas, Robert J. Comunale submitted a revised bid of Five Hundred Twenty-Five Dollars ($525) for the purchase of Block 545-N, Lot 108 and a revised bid of Three Hundred Dollars ($300) for the purchase of Block 546-A, Lot No. 20; and
Whereas, the East Allegheny School District and North Versailles Township have at open meetings approved the conveyance of their respective interests in the Properties to Robert J. Comunale; and
Whereas, Article IV Section 2(k) of the Home Rule Charter of Allegheny County vests County Council with the power and duty to convey by ordinance real property owned by the County of Allegheny.
The Council of the County of Allegheny hereby enacts as follows:
SECTION 1. Incorporation of the Preamble.
The provisions set forth in the preamble to this Ordinance are incorporated by reference in their entirety herein.
SECTION 2. Approval of Transfer of County Interest
in Block 545-N, Lot 108 and Block 546-A, Lot No. 20.
