Proclamation honoring Mr. Warren S. Finkel upon the occasion of his retirement from Allegheny County after 45 years of dedicated service to the Budget and Finance Department.

WHEREAS, we, the Allegheny County Council, take pride and pleasure in joining the friends, family members, coworkers and members of the community at large in congratulating Mr. Warren S. Finkel on his 45 years of service to Allegheny County and his richly deserved retirement; and
WHEREAS, since 1970, Mr. Finkel has served 9 Allegheny County Administrations (6 board of commissioners and 3 county executives) and 8 Budget Directors; and
WHEREAS, during his tenure with the County, Mr. Finkel has served the Department of Budget & Finance as Director (2012-2015), Senior Deputy Director (2002-2012), Deputy Director (1994-2002), Assistant Director (1988-1994), Manager Budget Systems (1985-1987) and Grants Manager (1978-1985); and
WHEREAS, Mr. Finkel has been an invaluable asset to the County as evidenced by his many notable accomplishments; Among them include the preparation of the first countywide Cost Allocation Plan in 1976 enabling the county to receive federal and state reimbursement for indirect costs; the establishment of procedures for calculating the interest on variable rate debt, preparing the annual operating budget request files and monthly fiscal forecasting that have been in place for over 15 years; and oversight of the 2014 refinancing of G.O. Bonds, Series C-57, which was the most successful in terms of actual debt service savings and net present value percentage of all time; and
WHEREAS, throughout Mr. Finkel’s tenure with the County, he has been responsible for countless productivity, efficiency, and system improvements within the Budget & Finance Department;
NOW, THEREFORE BE IT RESOLVED that the Allegheny County Council does hereby thank Mr. Warren S. Finkel for his 45 years of exceptional service to Allegheny County, and we wish Warren the very best...
