Proclamation congratulating Mr. Gary J. Klingman upon the occasion of his retirement after 26 years of dedicated service as Manager to the Township of Findlay.
 
Body...
 
WHEREAS, after faithfully serving the Township of Findlay for 26 years, Mr. Gary J. Klingman will retire on January 30, 2015; and
WHEREAS, Mr. Klingman was hired as Findlay's first manager on December 14, 1989, and he was the township manager when the new Pittsburgh International Airport, the new Interstate 376 corridor, and Imperial Pointe, a new housing development opened in the Township of Findlay; and
WHEREAS, during Mr. Klingman's tenure, the township has experienced tremendous growth with residential and commercial development, sewage line expansion, the addition of a landfill, gas and oil drilling sites and transportation infrastructure additions such as the Findlay Connector (PA 576 Highway); and
WHEREAS, Maronda Farms, Marion Estates, Clinton Lake, Mystic Hills, Sun Ridge, and Lenox Place housing developments were established during Mr. Klingman's administration; and    
WHEREAS, Mr. Klingman spearheaded the development of the township's first Comprehensive Plan, Open Space & Recreation Plan, updated the Zoning Ordinance, Land Development Ordinance, helped to establish the Recreation & Sports Complex and the Activity Center, expanded the Public Works garage and oversaw the management of every traffic light in the township including Industry Drive, State Route 30-Clinton Road; and
WHEREAS, Mr. Klingman's excellence in fiscal management has been demonstrated by the township's passage of 26 consecutive balanced budgets with no property tax increase;
NOW, THEREFORE BE IT RESOLVED, that Allegheny County Council does hereby congratulate and thank Mr. Gary J. Klingman upon the occasion of his retirement after 26 years of dedicated service to the Township of Findlay, and we wish him health and happiness in all of his future endeavors.
