AN ORDINANCE

An Ordinance of the County of Allegheny, Commonwealth of Pennsylvania, authorizing the continued use of the McConnell farm house located in White Oak Park, collectively known as Angora Gardens, by MON-YOUGH COMMUNITY SERVICES, INC. (“Mon-Yough”), and used for training of clients and for providing interpretive education programs for visitors.

WHEREAS, the County of Allegheny, Department of Parks has permitted the use of this facility in White Oak Park for over 20 years; and

WHEREAS, Mon-Yough and the County wish to enter into a formal License Agreement for continued use of said property; and

WHEREAS, the County deems it in the County’s best interest for Mon-Yough to continue to offer this valuable community service and programming; and

WHEREAS, by permitting this use, the County enjoys enhanced public relations; and

WHEREAS, Article IV, Section 2(k) of the Allegheny County Home Rule Charter vests County Council with the power and duty by ordinance to permit the use of County real property; and

WHEREAS, County Council has already by ordinance permitted the use of Angora Gardens by Mon-Yough for the training of clients and for providing interpretive education programs for visitors.
The Council of the County of Allegheny hereby enacts as follows:

SECTION 1. Incorporation of the Preamble.

The provisions set forth in the preamble to this Ordinance are incorporated by reference in their entirely herein.

SECTION 2. Authorization for the use of County Real Property.

A. Allegheny County Council hereby approves the continued use by Mon-Yough of the Angora Gardens site for the programs offered at White Oak Park known as Angora Gardens for the benefit of special needs adults. County Council hereby does authorize the County’s Director of the Department of Parks or his authorized representative or delegate to take any and all actions, including, but not limited to, the execution of a License Agreement authorizing the above-described us...
