Proclamation congratulating Port Authority Police Chief Stephen McCauley upon the occasion of his retirement after 28 years of dedicated service to the Port Authority of Allegheny County.

Body...

WHEREAS, Stephen (Steve) McCauley joined the Port Authority Police Department (PAPD) in 1987, and since that time has served as Patrol Officer, Field Training Officer, Accident Investigator, Police Sergeant, Police Lieutenant and Assistant Police Chief and in November 2006 became Police Chief; and

WHEREAS, in 1999, Chief McCauley obtained specialty training in terrorism awareness and prevention and became a member of the Pennsylvania Region 13 Task Force; In 2000, he coordinated the response plan to a full-scale terrorism drill in the subway system. Chief McCauley focused on and highlighted the importance of preparedness within the agency and department for 2 years, and on September 11, 2001, the Port Authority began implementing safety and security measures to respond to the new threats aimed at our nation and region; and

WHEREAS, in 2002, after receiving a special invitation, Chief McCauley attended the prestigious Federal Bureau of Investigation (FBI) National Academy; and

WHEREAS, during Chief McCauley’s tenure, he oversaw the formation of an Emergency Services Unit, a Computer and Video Forensic Unit and assigned a Sergeant to the Joint Anti-Terrorism Task Force; and

WHEREAS, Chief McCauley was involved in the planning for the 2009 G-20 Summit and the safety and security plans for the North Shore Connector, and he built and maintained positive working relationships with law enforcement agencies at the federal, state and local levels in Allegheny County; and

WHEREAS, on July 1, 2015, Chief McCauley will officially retire from his position, after serving 28 years with the Port Authority Police Department;

NOW, THEREFORE, BE IT RESOLVED, that Allegheny County Council does hereby recognize Stephen McCauley for upholding the noble precepts of law enf...
