This Certificate of Recognition is awarded to Ms. Jo Ann Lugar of Upper St. Clair for earning the Presidential Lifetime Achievement Award for Volunteerism issued from the office of the President of the United States and signed by President Barack Obama. On August 16, 2015, Ms. Lugar was recognized for her more than 4,000 hours of volunteer work with Animal Friends, a no-kill shelter in the North Hills that finds homes for approximately 2,500 cats, dogs and rabbits on an annual basis. Ms. Lugar has served as a volunteer for Animal Friends for the past four years, handling cat adoptions at their off-site location in the Bethel Park Petco. During that time, Ms. Lugar has helped to find new homes for over 400 homeless cats. She has also fostered more than 50 cats that are waiting to be adopted. Ms. Lugar’s volunteer duties include transport, laundry, scheduling and making “thank you for adopting me” bags filled with sample food and toys. Allegheny County Council commends Ms. Jo Ann Lugar for earning the Presidential Lifetime Achievement Award for Volunteerism, and we thank her for her dedication to serving animals searching for a forever home and enhancing the quality of life for animals and families in Allegheny County.
