This Certificate of Recognition is awarded to Mr. and Mrs. Marcell and Charline Rowland for being honored as one of the Congressional Coalition on Adoption Institute’s (CCAI) 2015 Angels in Adoption. In July 2015, the couple officially adopted three brothers, ages 7, 5 and 4, who had been in their foster care since 2012. For their effort to ensure that the siblings would grow up together in a loving environment, Senator Bob Casey, Jr. selected the Rowlands as 2015 Angels in Adoption. The program provides an opportunity for members of Congress to honor constituents who have enriched the lives of children in need of permanent, safe, and loving homes. In October, the Rowland’s were honored at an awards ceremony and gala in Washington, D.C. for their outstanding advocacy of adoption and foster care issues. We join the Rowland’s in celebration of being named 2015 Angels in Adoption by the Congressional Coalition on Adoption Institute, and we bestow our highest commendation to Mr. and Mrs. Rowland for making extraordinary contributions on behalf of children in need of loving homes.
