Proclamation congratulating THE PROGRAM for Offenders, Inc. upon the occasion of opening its newest facility in West Homestead.

 

Body...

 

                     WHEREAS, for forty years, THE PROGRAM for Offenders, Inc. (THE PROGRAM) has been a valued partner of Allegheny County, developing innovative programs and facilities at the County’s request to solve the pressing problems of overcrowding and service delivery in the local criminal justice system; and

 

                     WHEREAS, THE PROGRAM operates two residential alternatives to incarceration serving offenders from the Allegheny County Jail, as well as the Western District of Pennsylvania Federal Probation and Pre-Trial Services; and

 

WHEREAS, The Program Center (TPC) is a 42 bed facility that houses non-violent female offenders. The Allegheny County Treatment Alternative (ACTA) is a 50 bed facility that houses non-violent male offenders. The TPC and ACTA sites are located along Fifth Avenue in Pittsburgh, Pennsylvania; and

 

WHEREAS, on January 27, 2016, THE PROGRAM will open the doors to a new facility on 7th Avenue in West Homestead, Pennsylvania, formerly the Keystone Plumbing Sales Company site. The 230 bed facility will ultimately provide reentry services to all non-violent incarcerated women in the Allegheny County Jail, affording them a second chance at a crime and drug-free life, and their children a first chance;

 

 

NOW, THEREFORE BE IT RESOLVED that the Allegheny County Council does hereby congratulate THE PROGRAM for Offenders, Inc. upon the opening of its newest facility in West Homestead, and we thank THE PROGRAM for providing exceptional social, economic, and public safety benefits to our community.
