An Ordinance of the County of Allegheny, Commonwealth of Pennsylvania, providing for the designation of Courtroom 21, located at Room 821 of the City-County building, as the “Honorable Robert C. Gallo Courtroom.”

                     WHEREAS, the Honorable Robert C. Gallo retired from his position as a senior judge of the Court of Common Pleas of Allegheny County on December 30, 2015; and

                     WHEREAS, Judge Gallo, who was first elected to the bench in 1989, has presided over innumerable cases while missing a total of only four days of work; and

                     WHEREAS, Judge Gallo is the last attorney in the Commonwealth of Pennsylvania to have passed the bar examination without attending law school, instead relying upon the experience garnered through working in the office of another attorney; and.

                     WHEREAS, Judge Gallo’s career also includes employment with the County’s former Office of Economic Opportunity and six terms as a member of the Sharpsburg council, as well as a successful private legal practice; and

                     WHEREAS, Judge Gallo’s skill, compassion and fairness in presiding over the matters before him have garnered praise from local attorneys, the current Allegheny County District Attorney, and the current President Judge of the Court of Common Pleas; and

                     WHEREAS, after his retirement from the bench, Judge Gallo plans to return to private practice with one of his two sons, both of whom are attorneys  ; and

                     WHEREAS, on February 9, 2016, President Judge Jeffrey Manning tendered a request, on behalf of all of the judges of the Fifth Judicial District, that Courtroom 21 be named in honor of Judge Gallo’s 26 years of dedicated service to the bar and the residents of Allegheny County, and in recognition of his evenhanded administration of justice in the matters over which he presided; and

                     WHEREAS, it is the judgment of Council that this request is entirely in keeping with the distinguished judicial career of Judge Robert C. Gallo and is an appropriate recognition of his contributions to the Fifth Judicial District and the County;

 

 

The Council of the County of Allegheny hereby enacts as follows:

Section 1.

 

Courtroom 21, located at Room 821 of the City-County Building, shall henceforth be named the “Honorable Robert C. Gallo Courtroom.”  The County Manager is hereby authorized to undertake any and all actions necessary to effectuate the intent of this Ordinance, including, but not limited to, the placement of signage reflecting the naming established herein.

 

Section 2.  Severability.

 

If any provision of this Ordinance shall be determined to be unlawful, invalid, void or unenforceable, then that provision shall be considered severable from the remaining provisions of this Ordinance which shall be in full force and effect.

 

Section 3.  Repealer.

 

Any Resolution or Ordinance or part thereof conflicting with the provisions of this Ordinance is hereby repealed so far as the same affects this Ordinance.
