This Certificate of Achievement is awarded to Ms. Elena LaQuatra of Mt. Lebanon for being named Miss Pennsylvania USA. Ms. LaQuatra won Miss Pennsylvania Outstanding Teen in 2007 and Miss Pennsylvania Teen USA in 2010. In December 2015, she was named Miss Pennsylvania USA and will represent the Commonwealth in the Miss USA competition. Ms. LaQuatra, who is totally deaf, attended the DePaul School for Hearing and Speech and earned a degree in broadcast journalism at Point Park University. She is employed as a reporter for WTAE Channel 4 the 412 digital media team and as a model for rue21. Ms. LaQuatra is active in a number of local charities and organizations including the National Kidney Foundation, Glimmer of Hope and the Humane Society. This Council hereby congratulates Ms. Elena LaQuatra for being named Miss Pennsylvania USA, and we thank her for serving as a role model to young girls who may or may not be faced with a disability. Ms. LaQuatra serves as an inspiration to this Council and to the citizens of Allegheny County.
