Proclamation congratulating Chief Richard Adams upon the occasion of his retirement from the Duquesne City Police Department after 51 years of dedicated service.

WHEREAS, Richard S. Adams joined the Duquesne Police Department in 1965, and since that time has served as Patrol Officer, K-9 Officer with a Doberman pinscher named Blitz, Detective, Lieutenant, and in 1994 became Chief of Police; and

WHEREAS, in 1965, Chief Adams was hired having never fired a gun. He and two other officers joined the force. At the time, there were no portable radios and no computers. Chief Adams began his career out on foot patrol because new officers did not get police cars; and

WHEREAS, in 1967-1968, Chief Adams was commended by District Attorney Robert Duggan and featured in Master Detective Magazine for his role in solving the Husar homicide. In 1973, he was commended by Allegheny County Police Superintendent Kroner for his role in a major drug investigation. In 1978, he was the lead investigator in the Phillip Vaughn homicide; and

WHEREAS, in 1981, Chief Adams was once again commended by Superintendent Kroner for investigating and arresting the double homicide at Camp Grill Tavern. In 1987, he received a certificate of appreciation from the Postal Inspector’s Office for investigating and arresting mail theft cases in Duquesne. Also, in 1987, he received a certificate of appreciation from the United States Secret Service for investigating and arresting a counterfeit ring that ended in Duquesne. In 1988, he was commended by Duquesne’s Mayor and Council for investigating and arresting the Equibank robbery; and

WHEREAS, he married his beloved, late wife, Judy Ann Harris and the couple had four children, Richard Scott Adams, Stephen Scott, Bethany Adams, and Candice Manspeaker. His retirement activities include spending more time with his eight grandchildren; and

WHEREAS, on February 26, 2016, Chief Adams officially retired from his position, after serving 5...
