This Certificate of Recognition is awarded to Mr. Richard C. Grove of Penn Hills for his initiative which resulted in a service improvement for international travelers arriving at the Pittsburgh International Airport. In 2014, Mr. Grove arrived at the Pittsburgh International Airport from an international flight, passed through customs and immigration, only to be placed through a recheck by the Transportation Security Administration (TSA), an agency of the U.S. Department of Homeland Security. Later, at a public function, Mr. Grove provided Allegheny County Executive Rich Fitzgerald with a letter expressing his concern that this was an inconvenience and unnecessary delay. Mr. Fitzgerald called Mr. Grove and explained that he had given the letter to Ms. Christina Cassotis, Chief Executive Officer of the Allegheny County Airport Authority. In 2015, Mr. Grove flew into the Pittsburgh International Airport from Mexico fully expecting to go through TSA again, however, Mr. Grove was able to proceed directly to baggage claim. Mr. Grove was instrumental in helping realize the improvement in service for arriving international passengers at the Pittsburgh International Airport. He serves as an inspiration to this Council and to the citizens of Allegheny County.
