WHEREAS, Mr. Charles Moffatt, of Banksville, has dedicated himself to serve the Pittsburgh Bureau of Police and Allegheny County Police Department since 1967; and
WHEREAS, Mr. Moffatt served eight years in the United States Air Force, received his bachelor’s degree in administration of justice from the University of Pittsburgh, and he graduated from the FBI National Academy in Quantico, Virginia; and
WHEREAS, Mr. Moffatt’s first assignment as a City of Pittsburgh Police officer was at the Zone 2 station in the Hill District, and he is the first person in the city to hold seven ranks, including the first to be named Deputy Chief of Police; and
WHEREAS, on February 4, 2004, after serving 36 years with the Pittsburgh Bureau of Police, Mr. Moffatt began his new position as the Superintendent of the Allegheny County Police Department, comprised of more than 250 officers and 50 civilians who patrol Pittsburgh International Airport, the Allegheny County Airport, nine County Parks and other regional parks; and
WHEREAS, during Mr. Moffatt’s tenure, the County Police force became one of only 101 accredited police agencies with the Commonwealth of Pennsylvania. Its uniformed police division, detective division, which includes general investigations, homicide and narcotics, SWAT team and bomb disposal unit provide assistance and support to local police departments and criminal justice agencies within Allegheny County. As part of its investigations, the department collects, processes, maintains and purges approximately 250,000 total pieces of evidence annually while obtaining all evidence associated with approximately 13,000 countywide calls for service per year; and
