Whereas, The County of Allegheny is the owner of real property along Lincoln Way in the County’s White Oak Park, known as the Animal Safe Haven, consisting of a structure and grounds designated by the County’s Department of Parks surrounding the structure; and

Whereas, White Oak Animal Safe Haven (No Kill Animal Shelter), Inc. (“WOASH”) desires the continued use of the Animal Safe Haven for purposes of a home and adoption center for stray and homeless cats and dogs; and

Whereas, County Council recognizes the ethical and rehabilitative treatment of the dogs and cats, as well as the virtuous adoption services, provided by WOASH, and that such services inure to the benefit of the citizens of Allegheny County; and

Whereas, Article IV, Section 2(k) of the Allegheny County Home rule Charter vests County Council with the power and duty by ordinance to lease or permit the use of County property.

The Council of the County of Allegheny hereby enacts as follows:

SECTION 1. Incorporation of the Preamble.

The provisions set forth in the preamble to this Ordinance are incorporated by reference as set forth in their entirety herein.

SECTION 2. Authorization to permit the Use of County Real Property.

County Council does hereby authorize WOASH to continue to use the Animal Safe Haven in the County’s White Oak Park for use as a home for stray and homeless cats and dogs. The appropriate County officers and officials are authorized to take such action as is necessary to carry out the purposes of the authorization granted herein.



SECTION 3. Term of Authorization.
