Proclamation honoring Lifeguards Ross Manganaro and Ethan Winger for their heroic actions on July 6, 2016 which resulted in saving a 3-year-old boy’s life at the Scott Township pool.

WHEREAS, quick action by Lifeguards Ross Manganaro and Ethan Winger helped save the life of a 3-year-old boy who drifted away from his mother and nearly drowned at the Scott Township pool on Wednesday, July 6, 2016; and
WHEREAS, Lifeguard Winger’s quick thinking and watchful eyes enabled him to retrieve the boy from the water and onto the side of the pool; and
WHEREAS, Lifeguard Manganaro, an EMT firefighter and a student in the emergency medicine program at the University of Pittsburgh, performed cardiopulmonary resuscitation (CPR) on the unconscious boy, who eventually coughed up water, allowing him to breath on his own once again; and
WHEREAS, the boy was taken by paramedics to a hospital and kept overnight for observation, and Lifeguards Manganaro and Winger are credited with saving this boy’s life;
NOW, THEREFORE, BE IT RESOLVED that the Allegheny County Council does hereby honor Lifeguards Ross Manganaro and Ethan Winger for their heroic actions that saved a boy’s life at the Scott Township pool on July 6, 2016, and we are very grateful to them for all of their efforts, not only for their actions on this particular day, but on each and every day throughout the year.
