An Ordinance of the County of Allegheny, Commonwealth of Pennsylvania, granting Cranetown Media LLC a temporary license to use certain County owned real and personal property in connection with filming a television series.

Whereas, Cranetown Media LLC (the “Production Company”) plans to film a Netflix television drama in Allegheny County titled “Mindhunter: Inside FBI’s Elite Serial Crime Unit” (hereinafter the “Production”) on or about October 29, 2016 and October 30, 2016; and
Whereas, the Production Company, has requested to use certain County-owned real property situate in and around the County Courthouse and the Family Court Facility on Ross Street as well as such other County sites as mutually agreed (collectively the “County Sites”) and the right to use certain personalty owned by the County (collectively the “County Property”) if needed, in connection with filming the Production;
Whereas, the County deems it in the public interest to grant the Production Company a temporary license to film on and about the County Sites and use the County Property in connection with filming the Production pursuant to a Location Agreement which will govern the Production Company’s use of the County Sites and County Property and will provide specific protections for the County; and
Whereas, Article IV, Section 2(k) of the Allegheny County Home Rule Charter vests County Council with the power and duty by ordinance to lease or permit the use of County real and personal property
The Council of the County of Allegheny hereby enacts as follows:
SECTION 1. Incorporation of the Preamble.
The provisions set forth in the Preamble to this Ordinance are incorporated by reference as set forth in their entirety herein.
SECTION 2. Authorization for the use of County Real and Personal Property.
