This Certificate of Recognition is awarded to Ms. Patricia Shuker for her outstanding efforts and successful campaign to legalize medical marijuana in Pennsylvania and establish the Pennsylvania Department of Health Medical Marijuana Program. Ms. Shuker aggressively lobbied legislators to pass the state’s medical cannabis bill, which Governor Tom Wolf signed into law April 17, 2016. Ms. Shuker’s 12-year-old granddaughter, Hannah, has intractable epilepsy and the passage of the medical cannabis bill will help reduce or eliminate her seizures. Ms. Shuker pushed for the passage of Senate Bill 3, now Act 16 of 2016, and we commend her for her steadfast commitment to working to improve the quality of life for those individuals suffering from a serious medical condition. Ms. Shuker is a smart, compassionate, and tireless leader who was instrumental in getting the legislation signed. Ms. Shuker serves as an inspiration to this Council and to the citizens of Allegheny County.
