This Certificate of Achievement is awarded to Mr. Daniel S. Halapin of Boy Scout Troop 653 in recognition of his attainment of the prestigious rank of Eagle Scout, the highest advancement rank in Boy Scouting; less than 2 percent of all male youth are able to earn this rank. Mr. Halapin has met all necessary requirements in areas of Leadership, Service and Outdoor Skills to advance to the Eagle Scout rank. This Council commends Mr. Halapin’s diligence and skill: two traits he has displayed throughout his scouting career and his dedication to our community. For his leadership service project, Dan completed a flag pole installation and garden at St. Victor’s Catholic Church. Throughout his participation in the Boy Scouts, Mr. Halapin has set a high standard of commitment and fervor that the youth of our great county may follow. He serves as an inspiration to this Council and to the citizens of Allegheny County.
