Motion of the Council of Allegheny County urging the Board of Elections of Allegheny County to provide an increase in compensation to District Election Officers in Primary and General Elections.

WHEREAS, providing for the administration of elections is a core duty of County government and is essential to enabling County residents to participate in our democracy; and
WHEREAS, the electorate of Allegheny County has been fortunate to be served by a dedicated contingent of District Election Officers in each and every election; and
WHEREAS, Allegheny County employs more than 7,000 District Election Officers and other workers for each Primary and General Election; and
WHEREAS, many District Election Officers have served their communities and neighbors for many years; and
WHEREAS, it is necessary and desirable to both retain experienced District Election Officers and to recruit other citizens to perform these essential duties; and
WHEREAS, compensation for District Election Officers in Allegheny County has not been increased since 2008; and
WHEREAS, the Council has seen fit to provide increases in compensation for County officials in other instances in which regular increases had not been provided; and
WHEREAS, a report by the Office of the County Controller estimated that an increase of 25 percent in the compensation of District Election Officers would cost approximately $175,000 per election; and
NOW THEREFORE, IT IS MOVED THAT THE COUNCIL OF ALLEGHENY COUNTY
Hereby urges the Board of Elections of Allegheny County to approve, enact, and implement an increase in the compensation for District Election Officers of 25 percent, to take effect as soon as practicable.
IT IS FURTHER MOVED, that the Council does call upon the Board of Elections of Allegheny County to approve, enact, and implement such policies as would provide to District Election Officers increases in compensation at regular intervals based on recognized measures such as the Consumer Price Index (CPI), to the extent that such increases are consistent with applicable law.
IT IS FURTHER MOVED, that it is the intention of the Council to approve and enact a budgetary allocation to the Allegheny County Elections Division sufficient to provide this increase in compensation without detriment to any other function or duty of that Division.
