This Certificate of Achievement is awarded to Mr. William Edward Miller, a member of Boy Scout Troop 4, in recognition of having met all necessary requirements to advance to the Eagle Scout ranking within the Boy Scouts of America. Eagle Scout is the highest Boy Scout rank; only five percent of all Boy Scouts earn this rank. This Council commends Will’s diligence and skill: two traits he has displayed throughout his scouting career and his dedication to improving the community. For his service project, Will designed and constructed four wheelchair accessible planters and he power washed the patio for residents of the Woodcliffe Manor Senior Living facility. Throughout his participation in the Boy Scouts, Mr. Miller has set a high standard of commitment and fervor that the youth of our great county may follow. He serves as an inspiration to this Council and to the citizens of Allegheny County.
