An Ordinance of the County of Allegheny, Commonwealth of Pennsylvania, authorizing the Allegheny County Sheriff’s Office to accept a donation of a 2017 bi-fuel Chevrolet Tahoe, VIN 1GNSKFEC6HR287917, Model K15706, by Peoples Natural Gas Company LLC (PNG), subsequent to their purchase of the vehicle in accordance with, and in support of, the PNG Clean & Green Project promoting the reduction of carbon emissions.

                     Whereas, the Allegheny County Sheriff’s Office has been offered, and wishes to accept, the donation of a bi-fuel vehicle, and

 

                     Whereas, it is an initiative of the Allegheny County Sheriff’s Office to move to a more fuel-efficient vehicle fleet with cleaner alternative fuel and improved operational efficiency and reduced environmental impact, and

 

                     Whereas, the advantages of natural gas as a transportation fuel include its domestic availability, widespread distribution infrastructure, and reduced greenhouse gas emissions compared to conventional gasoline and diesel fuels, and

 

                     Whereas, natural gas vehicles are similar to gasoline or diesel vehicles with regard to power, acceleration, and cruising speed, and

 

                     Whereas, PNG, with its donation of said vehicle, is dedicated to assisting the Allegheny County Sheriff’s Office take advantage of all the benefits natural gas has to offer, and

 

                     Whereas, the assignment of the bi-fuel vehicle will be at the discretion of the Allegheny County Sheriff’s Office, and

 

                     Whereas, the ongoing cost of the alternative fuel (natural gas) will be the responsibility of the Allegheny County Sheriff’s Office through its annual Operating Budget, unless Allegheny County adopts natural gas as a fuel option throughout the County vehicle fleet, and

 

                     Whereas, the Allegheny County Sheriff’s Office recommends acceptance of said bi-fuel vehicle, and

 

                     Whereas, Article IV, Section 2.j. of the Home Rule Charter of Allegheny County vests the County Council with the power and duty by ordinance to accept grants, gifts or donations of real or personal property.

 

The Council of the County of Allegheny hereby enacts as follows:

SECTION 1.  Incorporation of the Preamble.

 

                     The provisions set forth in the preamble to this Ordinance are incorporated by reference as set forth in their entirety herein.

 

SECTION 2.  Authorization to permit the acceptance of a 2017 Chevrolet Tahoe.

 

                     County Council does hereby authorize and approve the Allegheny County Sheriff’s Office on behalf of Allegheny County to accept the donation of a 2017 bi-fuel Chevrolet Tahoe, VIN 1GNSKFEC6HR287917, Model K15706, by Peoples Natural Gas Company LLC.  The appropriate County officers and officials are authorized to take any and all further action as may be necessary or proper to carry out the purposes of this Ordinance.

 

SECTION 3.  Effective Date.

 

                                          This Ordinance shall be effective immediately.

 

SECTION 4.  Severability.  If any provision of this Ordinance shall be determined to be                      unlawful, invalid, void or unenforceable, then that provision shall be considered                      severable from the remaining provisions of this Ordinance, which shall be in full                      force and effect.

 

 

 

SECTION 5.  Repealer.  Any Resolution or Ordinance or part thereof conflicting with                      the provisions of this Ordinance is hereby repealed so far as the same affects this                      Ordinance.
