This certificate is presented to Officer Michael Marzano, Officer Paul Romanelli and Sergeant Andrew Coulter upon the occasion for taking courageous actions that set a standard of excellence for all Allegheny County Jail employees. On July 27, 2018, while conducting a routine cell search, Officer Marzano was attacked by two inmates possessing deadly weapons and was injured. Officer Paul Romanelli rushed to assist him and was assaulted and wounded. Sergeant Coulter, meanwhile, locked down the pod, requested additional assistance, and rushed to help the injured officers. One hostile inmate fled his cell and attempted to rid himself of a weapon. Sergeant Coulter subdued and held the inmate while also maintaining visual sight of the weapon, keeping other inmates from it until additional officers arrived. The actions of Officer Marzano, Officer Romanelli, and Sergeant Coulter protected other officers from further assault by ending the incident quickly with the inmates back in confinement.
