A Resolution of the Council of the County of Allegheny approving the 2019 Revision to the Allegheny County Solid Waste Management Plan.

Whereas, the Pennsylvania Municipal Waste Planning, Recycling, and Waste Reduction Act (Act 101), requires that Pennsylvania counties revise their Municipal Solid Waste Management Plan every 10 years; and
Whereas, Allegheny County’s current Municipal Solid Waste Management Plan expires on December 31, 2018; and
Whereas, the Allegheny County Health Department was tasked with the responsibility of revising the Allegheny County Solid Waste Management Plan and throughout 2017 and 2018 held quarterly meetings of the Allegheny County Solid Waste Advisory Committee to gather input on the plan revision; and
Whereas, Allegheny County retained the professional services of Barton & Loguidice in drafting the plan revision; and
Whereas, on September 12, 2018, at its regularly scheduled public meeting, the Allegheny County Board of Health voted unanimously to recommend that the 2019 Revision to the Allegheny County Solid Waste Management Plan be approved by County Council; and
Whereas, it is the desire of County Council to approve the revisions to the Allegheny County Solid Waste Management Plan as recommended by the Board of Health.
The Council of the County of Allegheny hereby resolves as follows:
SECTION 1. Incorporation of Preamble.
The provisions set forth in the preamble to this Resolution are incorporated by reference in their entirety herein.
SECTION 2. Ratification of Regulations.
Acting pursuant to the Pennsylvania Municipal Waste Planning, Recycling, and Waste Reduction Act and the Allegheny County Home Rule Charter, County Council hereby approves and adopts the 2019 Revision to the Allegheny County Solid Waste Management Plan, attached hereto as Exhibit “A”.
