A Resolution of the County Council of Allegheny County, Pennsylvania, authorizing participation in the 2018-2019 Nursing Home Intergovernmental Transfer Program proposed by the Pennsylvania Department of Human Services; authorizing the transfer of funds as required by the said program and further granting authorization for any and all lawful actions necessary to effectuate Allegheny County’s participation in said program.

Whereas, Allegheny County owns and operates nursing facilities known as the Kane Community Living Centers which provide long-term care to the citizens of Allegheny County; and
Whereas, the monies that the Kane Community Living Centers receive as reimbursement for the services provided to Medical Assistance (“MA”) program beneficiaries come partly from the Commonwealth and partly from the Federal Government; and
Whereas, the Pennsylvania Department of Human Services has requested that Allegheny County participate in a program known as the 2018-2019 Nursing Home Intergovernmental Transfer (IGT) Program in order to enhance payments and financial support to County nursing facilities and maintain existing nursing facility payment rates, all of which will benefit Allegheny County and the Kane Community Living Centers; and
Whereas, the IGT Program contemplates that Allegheny County will make certain intergovernmental transfers to the Commonwealth for FY 2018-2019.
Whereas, Allegheny County agrees to participate in the aforesaid 2018-2019 Nursing Home Intergovernmental Program.
The Council of the County of Allegheny hereby resolves as follows:
SECTION 1. Incorporation of Preamble.
The provisions set forth in the preamble to this Resolution are incorporated by reference in their entity herein.
SECTION 2. Approval of Participation in Nursing Home IGT Program.
