Whereas, Sarah Guest, with an address of 243 Dalzell Avenue, Ben Avon, PA 15202, is the owner of an eight-year old Clydesdale horse named “Mackison Triple Stout” (AKA “Mackie”); and

Whereas, Ms. Guest is willing to donate Mackie to the County for use as part of the Mounted Unit of the Allegheny County Police; and

Whereas, the County Police have determined that Mackie is a horse with a calm disposition and good ground manners and would make an excellent addition to the Mounted Unit; and

Whereas, Article IV, Section 2(j) of the Allegheny County Home Rule Charter vests County Council with the power by ordinance to accept donations of real and personal property on behalf of the County.

The Council of the County of Allegheny hereby enacts as follows:

SECTION 1. Incorporation of the Preamble.

The provisions set forth in the preamble to this Ordinance are incorporated by reference as set forth in their entirety herein.

SECTION 2. Authorization to Accept the Donation of Personal Property.

Allegheny County Council hereby authorizes the acceptance of the donation of an eight-year old Clydesdale horse named “Mackison Triple Stout” (AKA “Mackie”) from Sarah Guest for use as part of the Allegheny County Police’s Mounted Unit.

The effective date of this authorization is the date this Ordinance is enacted.

The proper officers of the County are hereby authorized to execute all documents necessary to effectuate the authorization granted by this legislation.


SECTION 3. Severability. If any provision of this Ordinance shall be determined to be unlawful, invalid, void or unenforceable, then that provision shall be considered severable from the remaining provisions of this Ordinance, which shall be in full force and effect.
