An Ordinance of the County of Allegheny, Commonwealth of Pennsylvania, re-naming the North Dakota Shelter and surrounding area in the County's North Park "Eagles' Nest Shelter and Grove."

WHEREAS, in 2017, a pair of bald eagles were observed working on a nest in the County's North Park prior to them departing the park during the summer months; and
WHEREAS, in late 2018, the pair returned to the park, put additional work into the nest area, and appeared to be a mated pair; and
WHEREAS, in March of 2019, the female laid at least one egg, but near the end of the month the egg(s) were addled during a stretch of inclement weather; and
WHEREAS, after again departing for the summer, the pair returned to the park in September of 2019 and began restoring the nest they had used previously; and
WHEREAS, this nest is the first and, to date, only bald eagle nest identified in any of the County's parks; and
WHEREAS, the nest, located near the Rachel Carson Trail near the northern border of North Park is also located near a structure currently designated as the North Dakota Shelter, which provides an ideal location for observing the eagles without disturbing them; and
WHEREAS, individuals travel from around the world to the park for this purpose, with recent visitors from as far away as the United Kingdom and France; and
WHEREAS, it is the judgment of Council that the ecological significance of this nesting area, together with its unique status in the County Parks constitutes ample justification for commemoration through re-naming the North Dakota Shelter and surrounding area;
The Council of the County of Allegheny hereby enacts as follows:
Section 1.
The North Dakota Shelter and surrounding area in the County's North Park shall henceforth be named the "Eagles' Nest Shelter and Grove."
Section 2.
The provisions of this Ordinance shall become effective immediately upon final approval, and the appropriate County officers are hereby instructed to place signage reflecting the new name of the shelter and grove in appropriate locations.
Section 3.
If any provision of this Ordinance shall be determined to be unlawful, invalid, void or unenforceable, then that provision shall be considered severable from the remaining provisions of this Ordinance which shall be in full force and effect.
Section 4.
Any Resolution or Ordinance or part thereof conflicting with the provisions of this Ordinance is hereby repealed so far as the same affects this Ordinance.
