An Ordinance of the County of Allegheny, Commonwealth of Pennsylvania, authorizing the continued use of a portion of Allegheny County-owned land in North Park as a leaf composting area by the North Hills Council of Governments.

Whereas, The County of Allegheny is the owner of real property in the County’s North Park; and
Whereas, The Department of Parks acknowledges that the North Hills Council of Governments has been a valued partner to the County for many years; and
Whereas, the County of Allegheny, Department of Parks is desirous of entering into a lease agreement with the North Hills Council of Governments to permit the continued use of a portion of land located in the County’s North Park for the purpose of operating and maintaining a leaf composting site; and
Whereas, County Council recognizes that the continued use of County property as a leaf composting site by North Hills Council of Governments will inure to the benefit of the citizens of Allegheny County; and
Whereas, Article IV, Section 2(k) of the Allegheny County Home Rule Charter vests County Council with the power and duty by ordinance to lease or permit the use of County real property.
The Council of the County of Allegheny hereby enacts as follows:
SECTION 1. Incorporation of the Preamble.
The provisions set forth in the preamble to this Ordinance are incorporated by reference as set forth in their entirety herein.
SECTION 2. Authorization to permit the use of County Real Property.
Allegheny County Council hereby approves the use of property in the County’s North Park for operating and maintaining as a leaf composting site by North Hills Council of Governments
The term of this authorization begins on the date of enactment of this Ordinance and continues through December 31, 2022. At the County’s sole discretion, the agreement may be extended for two additional years.
