A Resolution of the Council of the County of Allegheny authorizing and ratifying the Declarations of Emergency proclaimed by the County Chief Executive due to the imminent threat to public health, safety and welfare of the citizens of Allegheny County caused by the existence and spread of the COVID-19 virus.

WHEREAS, on March 12, 2020, Allegheny County Chief Executive Rich Fitzgerald issued a proclamation declaring the existence of a state of emergency within Allegheny County due to the imminent threat to public health, safety and welfare of the citizens of Allegheny County caused by the existence and spread of the COVID-19 virus; and
WHEREAS, the County Chief Executive recently issued a second proclamation continuing the Declaration of Emergency within the County because the emergency conditions caused by the COVID-19 virus have not abated; and
WHEREAS, County Council is of the considered opinion that the Declarations of Emergency within the County must be continued to allow for the exercise of all necessary powers granted under applicable law to protect the health, safety and welfare of the citizens of Allegheny County from the effects of the existence and spread of the COVID-19 virus.
Now, therefore, the Council of the County of Allegheny hereby resolves as follows:
Section 1. Incorporation of Preamble.
The provisions set forth in the preamble to this Resolution are incorporated by reference in their entity herein.
Section 2. Authorization and Ratification of Chief Executive’s Declaration of Emergency.
A. Pursuant to Section 7501 (b) of the Pennsylvania Emergency Management Services Code, 35 Pa. C.S.A. § 7501 (b) (2012), the Declarations of Emergency proclaimed by the County’s Chief Executive due to the imminent threat to public health, safety and welfare of the citizens of Allegheny County caused by the existence and spread of the COVID-19 virus are hereby authorized and ratified retroactive to the date of their original issuance...
