Proclamation congratulating Thomas Lipscak upon the occasion of his retirement.

WHEREAS, “The purpose of life is not to be happy. It is to be useful, to be honorable, to be compassionate, to have it make some difference that you have lived and lived well.” That quote by American essayist, Ralph Waldo Emerson, illuminates the true core of Thomas Lipscak and his years dedicated to serving the residents of Allegheny County; and
WHEREAS, a lifelong resident of Allegheny County, Thomas Lipscak retired from Allegheny County after 43 years of dedicated and unwavering service on May 8, 2020; and
WHEREAS, in 1974, Thomas began working for the county’s Engineering Department until June of 1976 when he was laid off; and
WHEREAS, upon returning to the County in 1977, Thomas began working for the Deed Registry/Drafting Department. In 1991, Thomas moved to the Department of Property Assessment because the Deed Registry/Drafting Department merged with the Department of Property Assessment; and
WHEREAS, in 2006, Thomas was promoted to the Assistant Manger of the Allegheny County Appeals Department and ultimately the Manger of the Allegheny County Appeals Department in 2019; and
WHEREAS, Allegheny County is grateful for the service and dedication of Thomas Lipscak and his determination to provide superior service to every individual that encounters the county; and
NOW, THEREFORE, BE IT RESOLVED that I, Allegheny County Council Member Bethany Hallam, do hereby recognize and congratulate Thomas Lipscak upon the occasion of his retirement from Allegheny County, and we commend him for all that he has done for the county.
