An Ordinance of the County of Allegheny, Commonwealth of Pennsylvania, authorizing the continued use of Allegheny County-owned land in Harrison Hills Park by Harrison Township as a leaf composting site.

Whereas, Allegheny County is the owner of 468 acres of land known as Harrison Hills Park (Parcel 2021-G-86-0-2) located in the Harrison Township; and

Whereas, The County, by and through its Department of Parks, is requesting permission to allow the Township of Harrison to continue to use a portion of Harrison Hills Park as a leaf compost drop-off, processing, storage and pick-up site

Whereas, County Council recognizes that the use of this property will inure to the benefit of the citizens of Allegheny County; and

Whereas, Article IV, Section 2(k) of the Allegheny County Home Rule Charter vests County Council with the power by ordinance to lease, convey, vacate or abandon, or permit the use of County land, buildings or other real or personal property.

The Council of the County of Allegheny hereby enacts as follows:

SECTION 1. Incorporation of the Preamble.

The provisions set forth in the preamble to this Ordinance are incorporated by reference as set forth in their entirety herein.

SECTION 2. Authorization to Approve the Use of Real Property.

Allegheny County Council hereby approves the use of Allegheny County-owned land in Harrison Hills Park (Parcel 1075-A-353) by Harrison Township as a leaf composting site.

The effective date of this authorization is the date this Ordinance is enacted and terminates December 31, 2023. At the County’s sole discretion, the use may be extended for two additional years.

The proper officers of the County are hereby authorized to execute all documents necessary to effectuate the authorization granted by this legislation.
