WHEREAS, founded in 1910, the Boy Scouts of America is one of the largest scouting organizations and youth organizations in the United States, with more than 2.4 million youth participants. The Boy Scouts of America goal is to train youth in responsible citizenship, character development, and self-reliance through participation in a wide range of outdoor activities, educational programs, and, at older age levels, career-oriented programs in partnership with community organizations; and

WHEREAS, Eagle Scout is the highest rank attainable in the Boy Scouting program. After a lengthy review process, only four percent of Boy Scouts are granted the Eagle Scout rank, which requires earning at least 21 merit badges. The Eagle Scout must demonstrate Scout spirit, an ideal attitude based upon the Scout Oath, Law and Mission, service, and leadership. This includes an extensive service project that the Scout plans, organizes, leads, and manages; and

WHEREAS, John David Butler, a member of Boy Scout Troop 560, has recently met all necessary requirements to advance to the rank of Eagle Scout including a project that outfitted a trailer for use by the North Catholic High School Marching Band; and

WHEREAS, John David’s project began with an empty trailer that was purchased for use by the North Catholic High School Marching Band. John David built shelving space and garment racks inside the trailer that would be more useful and beneficial for use by the band. Prior to this project, all band equipment and garments would be strewn about trailer, oftentimes leading to damaged equipment. John David, following receiving approval for his project, organized a group of volunteers to help raise the necessary funds and assist in the construction of the shelves and racks inside the trailer. The project, in total, took nearly six months to complete; and
