Motion of the County of Allegheny authorizing the publication of requests for letters of interest from individuals wishing to be considered for appointment to the Allegheny County Independent Police Review Board.

Whereas, pursuant to the terms of ordinance 06-21-OR, the newly created Allegheny County Independent Police Review Board is authorized to begin operations in 2022; and

Whereas, also pursuant to the terms of ordinance 06-21-OR, four (4) of the nine (9) members of such Board are to be appointed by the members of Allegheny County Council, with another one (1) member to be appointed jointly by the Council and Chief Executive; and

Whereas, it is the desire of Council to consider the widest possible range of individuals for appointment to the Board, in order to allow for individuals with various backgrounds, experience, education, training, and perspectives the opportunity to participate; and

Whereas, it is also the judgment of Allegheny County Council that publication of requests for letters of interest from individuals wishing to be considered for appointment will inure to the benefit of the citizens of Allegheny County;

The Council of the County of Allegheny therefore hereby moves as follows:

Allegheny County Council hereby authorizes the publication of requests for letters of interest from individuals wishing to be considered for appointment to the Allegheny County Independent Police Review Board, as follows:

Form of Request:  “NOTICE:  Allegheny County Council will accept letters of interest from individuals wishing to be considered for appointment to the Allegheny County Police Review Board through the close of business on April 7, 2022.  Individuals wishing to serve must be lawful residents of the United States and must have been residents of Allegheny County for at least one year prior to (and throughout) their appointment.  Board members may not be elected officials or employees of the United States, Commonwealth of Pennsylvania, Allegheny County, or any municipality.  Letters of interest should include a statement of interest and a summary of relevant experience, education, training, or other factors relating to potential appointment.  Letters of interest may be submitted via e-mail (CntyCouncil@AlleghenyCounty.us), or by regular mail or in person at:

County Website:  A copy of the request delineated herein shall be submitted by Council staff to the County Department of Information Technology no later than March 23, 2022 for publication on the Council’s page of the County’s website.

 

Council Social Media:  A copy of the request delineated herein shall be published by Council staff on the Council’s Facebook page no later than March 23, 2022.  The Council’s Twitter account shall be updated to reference the Facebook posting no later than March 23, 2022.

 

Physical Posting:  A copy of the request delineated herein shall be posted by Council staff in the designated public posting area of the Allegheny County Courthouse, adjacent to the entrance to Council’s chambers, no later than March 23, 2022.

 

Press Release:  A copy of the request delineated herein shall be forwarded by Council staff as a press release to media outlets within Allegheny County no later than March 23, 2022.

 

Advertisement:  The request delineated herein shall be published in a newspaper of general circulation within Allegheny County at the earliest possible opportunity after passage of this Motion.  Council staff is hereby directed to contact such newspaper no later than March 23, 2022 in order to arrange for such publication in accordance with the terms of this Motion, and apprise the President of the publication date when determined.
