correspondence sent to you on September 29, 2005, which forwarded to you a copy
of County Council Resolution No. 38-05-RE which supports the initiative
currently pending before the General Assembly to raise Pennsylvania’s minimum
wage from its current level of $5.15 per hour to $6.15 per hour in January 2006,
and again to $7.15 in January of 2007. The copy of the Resolution you received
inadvertently omitted three additional “Whereas’” which were an integral part of
an amendment (the addition of Section 2.) made by Council Member Eileen Watt
which passed at the meeting of September 20, 2005.
As y As you will
read, the Resolution further calls on the Governor and General Assembly to take
steps to foster economic growth in the Commonwealth, including the reduction of
the corporate net income tax, elimination of the cap on the net operating loss
carry-forward, and the elimination of the capital stock and franchise tax.

Voting in favor of the Resolution
were Council Members Cleary, DeFazio, Jabbour, Kress, Martoni, Nerone, Robinson,
Watt and Fitzgerald. Voting no were Council Members Francis, Frazier,
Price and Rea. Council Members Fawcett and Gastgeb were not present for the
vote.
The Resolution was returned to me
unsigned by the Chief Executive on September 27,
2005.
