This Certificate of Achievement is awarded to Mr. Matthew Loughran in recognition of earning the 2017 Scott E. Folmer Memorial Student, Teacher and Exemplary Practice or Partnering (STEPP) Student Award presented by the Allegheny Intermediate Unit (AIU) Local Task Force on the Right to Education. The award recognizes the outstanding support of children receiving special education services. Matthew, a Senior at Mt. Lebanon High School, befriended a young man with a disability and their friendship has enriched both of their lives. This Council congratulates Mr. Matthew Loughran for earning the 2017 STEPP Student Award. Matthew serves as an inspiration to this Council and to the citizens of Allegheny County.

Folmer Memorial Student, Teacher and Exemplary Practice or Partnering (STEPP) Student Award presented by the Allegheny Intermediate Unit (AIU) Local Task Force on the Right to Education. The award recognizes the outstanding support of children receiving special education services. Olivia, a sixth-grader in the Neil Armstrong Middle School of the Bethel Park School District, was nominated for the STEPP Award by her teacher. Olivia was recognized for silently helping classmates and serving as a quiet warrior for students with disabilities.
